As a security measure, most software repositories use a GPG key to digitally sign the files they provide. This makes it easy to check that the files have not been tampered with since their creation. If you are not connected to the Internet, you can use a CD containing package files to install applications on your computer. The Ubuntu installation CD can be used for this purpose, and other CDs with different packages are available as well.
